In footage that was filmed earlier this year, the 19-year-old was seen urinating in public and then inexplicably spraying a photo of the retired public servant with cleaning liquid while shouting: ‘F*** Bill Clinton!’
But following a conversation with the former President Bieber promptly took to Twitter in praise of the erstwhile statesman.
He wrote: ‘@billclinton thanks for taking the time to talk Mr. President. Your words meant alot. #greatguy’.
According to E! News the show of contrition was almost unnecessary as the former Commander In Chief took the strange behaviour in a good-humoured stride.
Justin is said to have also pledged his loyalty by offering his considerable wealth and celebrity to any project the Clinton Global Initiative might ask of him.
The 66-year-old veteran of the public spotlight had some fatherly advice to offer in turn.
Clinton told the young man to focus his energies on bettering the world and to keep a watchful eye on his often unpredictable entourage – one of whom is alleged to have leaked the controversial footage.
Meanwhile, in the leaked video. rather than using the restaurant’s toilet facilities, Bieber appears to impatiently choose the mop bucket instead in the shocking footage.
Bieber seems utterly careless that a large group of his entourage stand around as he urinates in the restaurant.
Wearing black over-sized trousers and a black cap, Justin is filmed as he relieved his bladder.
‘This is the coolest spot to p***’ a friend of Bieber’s is heard saying as the group begins to laugh.
The rest of his friends then start loudly shouting inside the restaurant, with one saying: ‘Wild kids in this b****’
Another voice – which sounds like Bieber – says: ‘Who stole my beer?’
The newly released footage which was originally reported by TMZ is the latest in a long line of worrying and erratic behaviour from the young singer.
Last month it was claimed that the Homeowners Association at the The Oaks in Calabasas, California had issued an edict against on Bieber ‘who has been wreaking havoc on their streets.’
Without mentioning the Boyfriend singer by name, the HOA sent out a note to residents addressing a ‘celebrity neighbour who has been wreaking havoc on their streets.’
His diva behaviour was also called into question this year when he demanded to travel with his pet monkey Mally on a long-haul flight to Germany.
Bieber is also reported to have had another altercation with his neighbors in March this year.
Bieber’s mother Pattie Mallette appeared on The View on Wednesday to promote her book Nowhere But Up: The Story of Justin Bieber’s Mom.
Although the video footage was not discussed, Barbara Walters asked what advice she has given her troubled son.
‘I don’t know, I just want to encourage him to stay grounded, and not give up’ she said.
Asked whether Justin’s father leaving having played a part in his upbringing she added: ‘He’s always been there for Justin. It’s a misconception that his dad has not been around for him.’
